Emulator V7.21 with pin plug - Direct replacement part or can be used to upgrade the V6 emulator to V7.22

Version V7.22 is a revised revision of the V7 emulator PCB that also works with the Podium DD1 and DD2 wheelbases.

Why is one pin shorter than the others?

This is not a mistake, it's something that Fanatec do too.  The reason for it is so that before this pin connects to the wheelbase, the other pins are already connected.  This pin is a ground and it tells the wheelbase that a new wheel is now attached and basically turns the wheel on.
